Description
This position leads the County's Risk Management program which monitors the county's risk and loss exposures; maintains commercial insurance coverage; oversees the Third Party Administrator and provides guidance to County staff. The Risk Manager develops countywide strategic risk management goals and objectives and works to mitigate risks in all aspects of County services.
Arlington provides a full range of services as a full-service local government, including: law enforcement, fire suppression, prevention and emergency medical care, public health, social services, mental health, parks and recreation, planning, zoning, inspections, and public works (street maintenance, water distribution and treatment, solid waste and snow removal), libraries and more.
Specific duties include:
- Managing the insurance portfolio for Arlington County to include developing comprehensive reports and recommendations that document exposures, controls and effectiveness of controls associated with all lines of insurance coverage and develops framework for continuously analyzing risk management;
- Acquiring, negotiating and placing all insurance policies for County risk with insurance broker;
- Managing all non-workers compensation liability claims and providing expertise and consultation to County staff;
- Reviewing vendor contracts, inclusive of licenses, leases and memorandums of understanding, for adequate insurance requirements as applicable to the scope of work and making recommendations;
- Preparing and maintaining budgets relating to risk protection;
- Managing the internal investigation of accidents, interviewing employee(s) for additional gathering of facts and witnesses, and assessing risks of all liability, auto liability, property, cyber risk response and recovery, and employee claims.
- Evaluating market conditions as they relate to County programs and disseminates and advises on pertinent information regarding risk management, and loss control programs;
- Supervising a Claims Specialist;
- Managing key partner relationships to include the Third-Party Administrator (TPA) and Insurance Broker; and
- Chairs the County’s risk management steering committee and ad hoc working groups
This employee interacts with all levels of staff, including senior management, insurance brokers, claims administrators, internal and external attorneys, the County Manager and County Board, and citizens who wish to pursue claims against Arlington County. The ideal candidate will have strong oral and written communication skills, working knowledge of tort law to determine proper approaches to negotiate claims, and a sound knowledge of claims investigations to ensure all facts are gathered before making a decision on the merits of the claim.
Requirements
Minimum:
- Bachelor's degree in Risk Management, Business Administration, Public Administration, or related field; and
- Significant experience in risk management and insurance programs that included property, general and auto liability, and safety, with a demonstrated record of achievements.
Substitution: Additional qualifying experience may be substituted for the education requirement on a year-for-year basis.
Desirable: Preference may be given to candidates with one or more of the following:
- Experience in public sector risk management;
- Experience in developing and administering risk management and insurance programs for a complex organization;
- Experience in reviewing vendor contracts;
- Experience in developing new and innovative cost effective programs to mitigate risk;
- PRIMA coursework or certifications; and
- Associate in Risk Management (ARM) or Fellow in Risk Management (FRM) designation or Chartered Property Casualty Underwriter (CPCU) designation.
